Yes it can be done. No problems towing a lowered Ghia 400 kilometers at highway speeds with a stock (not lengthened) bug tow-bar. Bumper fits inside the car. Just remove the front bumper (6 bolts) and make sure the hitch height is appropriate. The only downside with my particular tow set-up is that it's impossible to see anything but the crown of the roof in the mirror over the truck bed cover.
