Sounds line the rod assembly that runs through the e-brake handel broke.
It is an easy fis, and the parts are available.
Take the nuts off the ends of the 2 cables, remove the bolt that it pivots on, and pull it out. You will see.

There are 2 cables, so unless the other one was broke already you should still have some stiffness in the handle. It sounds like the plate may have poped off the thingy it sits on that the cables go to. Its not very complicated just take off the boot and inspect it.
Damn Rlarkin, You posted while I was typing. LOL :)

When the brake cables get loose it allows the brake handle to be pulled to far. The lever and button work like a ratchet when the handle is pulled to far the ratchet cog pops out and the button flys off. Loosen the cables a little bit and pull the handle up so you can see the under side. You should see the the end of the button and the cog, (cog my pop off the rod so you my have to look around for the little pice) press the button in and reset the cog on its pivot (might take two people) get the cog reset and the readjust the brake cables. And everything should work

good luck
