If the "Type 2" heads came off a North American Bus from 72 to 82 they can fit. A Type 3 motor was just a different version of the Type 1 motor (The Bug Motor). These heads would not be easy to fit on a Type 4 engine.

type-2's after 71 (I think) use type IV motors.

If the heads are from an American model T2, '71 and earlier, then no, those heads will not fit. The heads on the Type 4 are much larger, the pistons are farther apart, the head studs have a larger pattern, and none of the T2/3 accessories will bolt up (intake, exhaust, cooling, etc.).

If the Type 2 heads are from an '72-'79 Bus, or '80-'83 2.0 Vanagon, the heads will bolt up. There are differences, like valve sizes and exhaust ports, so they must be installed in pairs to assure you have a matched set.
