First of all thank you for taking you time to read this,
I have a 1970 baja with IRS in the back, the problem i am having is anytime i go over any bump even small ones on the road my car makes a loud clanking noise, now after doing some investigation i came to the conclusion that my spring plates are hitting the metal under them could this be right? and if so would limit straps solve this problem? or would I need new shocks? right now i am running these http://www.socalautoparts.com/product_info.php?cPa...184ed3daa1
at the highest hight possible, but the previous owner installed them so im not sure how old they are. If i were to buy new shocks what is the highest travel that i can go to being that i am running a stock suspension?

First thing to do is scrap those shocks and pick up a pair of something decent. KYB's if you have a tight budget, Bilstein's if you can spare a bit more coin. Second, it does sound like your lower stops are hitting, especially if you have the coilovers on the max setting. If the noise bothers you that much you can cut the lower stop off and use a limit strap, or just notch your spring plate a bit to give yourself more travel before they hit. Keep in mind that this will stress your cv joints more so the best way to do it is to take your torsions out and cycle your arms and find your bind point in the cv's.
