I just got an 88 fox gl with basic 1.8L engine all stock. You have to turn the key for a while, and then you have to keep your foot on the pedal until the engine warms up. It Takes a couple of minutes. Once it is warmed up it seems to idle ok. It doesn't seem to go up or down much. Could this be a cold start valve?

Cold start valve only functions when the thermo-time switch is below around 50 degrees. So this time of year it doesn't get much use.
There is a coolant temperature sensor that affects the mixture of the engine, you might want to check that. The Bentley manual is highly recommended for FI troubleshooting, by the way.
To me, this sounds like a commonplace problem you see with older CIS fuel injection systems where the fuel distributor gets gunked up internally. This is more common on cars that have sat parked for a couple of years at some point. The "gunk" in there prevents good and even fuel flow to the injectors until it's run a while. Or revved up to a medium/high RPM a couple of times to "flush" the system with fresh fuel. You could have other parts of the system gunked up too, like the injectors. The rubber seals on the injectors might be a good thing to replace too. Some good fuel system cleaner can take care of it, if you are lucky. ( Some shops can do a power clean on CIS systems if they have the setup to do so. )
My 85 Golf (same FI system as you have) was pretty bad when I got a few years ago - it had sat for a few years before I got it. It would only run on like 2 or 3 cylinders when first started up, then if you drove off right away, as it was driven, you'd feel those cylinders kick in when they finally got a good fuel flow to them. This would usually take a block or two of travel. I changed the injectors but it didn't make a whole lot of difference. I just kept putting in fuel injector cleaner, like Techron or Berryman B-12 every few tanks for a year or two. The more I drove it the better it got, now I have no problems at all.

It did sit for a couple of years before I got it. I had a similar problem with my 84 gti.

use SEAFOAM in the crankcase and fuel tank and pour some straight down into the intake, get it at any parts house, great cleaner

I'd check the coolant temp sensor, the cold-start valve, and the thermo-time switch. I'll ask anyway. Check all the fuses?
