89 golf gl (mexican)starter wouldnt work, had lost ground at trany
replaced ground, starter worked fine, car ran once, not since
put a new in tank fuel pump in, but the only way it runs is if jump out the relay, but still wont run the car
wierder still, a new pump relay dosnt fix the pump prob, i dont get it
but my real need is to get this durn thing running again, i guess maybe the main pump might b bad, but i heard they rarely fail
oh, yeah, the in tank pump would only get 9.5 volts when ignition turnd on, i dont know much about this f.i. stuff, except of course, it is drivin me nuts, i know 1 of u guys or gals must know what im doin wrong

Sorry I didn't spot this question earlier.

You should be getting power to the pump when you are cranking it over. If you're not then look to the power supply. The fuel pump relay is triggered briefly when you put the key to start, but after that it needs the "1" terminal signal that the electronic ignition module puts out, in order to activate. So your problem may lie in the electronic ignition system. (Got the Bentley Manual? it helps with this sort of detailed troubleshooting)

That 9.5 volts doesn't sound good either. Was that when you jumpered the fuel pump relay? If so then I'd be checking the power supply of the car from the battery to the fusebox. And then there's the dreaded sydrome of a bad fuse box, sometimes caused when water seeps in past a windshield seal and runds down into it and can cause all kinds of odd problems.
