Your idea sounds bad.
Take it to a pro.

I really wanted to get on here and extoll the virtues or papier mache or particleboard but...

You use a flanging tool. It is pneumatic and makes a continuous flange. Seam seal on the back side. Continuous weld with heat control **may** minimize warping.

Not sure the guage of metal. Why not skip the flange thing and butt weld a piece off a donor panel. Got any junkyards nearby? What do you hope to accomplish with the flange? There is no strain on that part.

The best way would be to butt weld a new piece of metal in. If you can find a wrecked bus and chop out some metal from above the beltline, where the windows would be, and then cut it to fit your bus that would be best. You may have to pay someone to install the metal, but it will work the best and won't rust or look funky on the inside. Might cost a little more, but if it wasn't worth it you wouldn't be fixing your panel up in the first place. Look how the proffesionals do it...metwiz.com they know what they are doing. Good luck

How about steel wool and JB Weld?
