That's a product of the Quote function. See the Quote button to the top right? That'll put everything in that post into a highlighted quoted box. Too many people just quote everything that was said (especially pictures) instead of going in there and deleting everything but a key sentance or two that needed for reference. (As I just did with your question)
You can also make any text into a quote in the "Post a reply" box by highlighting the text in question, then selecting from the options at the top the Quote buttton. Quote: When you do it that way, it will look like this

If you wanted to attribute the quote to a user,you would modify the coding once you clicked on the quote button.
Instead of :
[ quote ] It is a nice day [ / quote]
make the following changes
[ quote = "nimbus" ] It is a nice day [ / quote]
But remove the spaces.
It would look like this:
nimbus wrote: It is a nice day |
