How big of a sin would it be to powdercoat the bottom stucture of an original westy rack? I have tried cleaning it up with steel wool but it still looks rough. It has some kind of varnish all over it when someone tried to refinish the wood slats in place and some mild corrosion to the galvanized coating. Any suggestions?

Either way you go- you will have to sandblast to powdercoat- Even if you just want to paint it, blasting would be good for it... Powdercoating would be a good idea, since it is a little more durable than most auto paints. It wouldn't be all that much more expensive either.

Why not have it blasted and re-galvanized?
