It looks like these wires sort of dead end in this plastic thing. Does this serve a purpose?

That is the wiring harness and plug for the diagnostic system. It is no longer used, unless you have a 70's era VW computer to plug it into...
A lot of people remove the wires all together, while others use them to hook up guages. Be careful though, some of the wires are hot and can short out if you're not careful. Here's more information on the plug:
