Hi! I plan to move to LA early next year and I'm rebuilding my '71 super's engine right now. Does anyone know if I need to have special smog equipment installed in order to get CA plates?

The good news is, that your VW is old enough that they no longer require smog tests on it.
The bad new is that someone is sponsoring regulations to change that for the worse...

Who, how soon, and what changes?! It would be easy to slap stuff on now while I have the engine out--later I might not have time, space, or dough. Thanks!

Personally, I think it is a long shot that they will actually pass anything to move the smog testing down from the current cutoff year of 1973. If I were in your shoes, I would put the engine in the SB without the smog stuff. Save yourself the hassle. However, I am speculating.

I'm not totally savvy on California's Emissions laws. However, unless your car was originally from California, I don't believe you are required to have the smog stuff on it. I would however, leave the engine/carb/exhaust/distributor 100% stock. Make sure your evaporative emissions canister is hooked up properly (small canister under the rear passenger side fender that acts as a holding tank for fuel tank vapor). I think as long as the engine is stock you'll be fine.
