Call Mike Fredman. 928-754-5185. He is in Arizona and is a good friend of mine. He worked for VW in Germany as well as dealerships in L.A. back in the prime of VWs popularity. He has a ton of engines under his belt. He has done motors for me as well as a bunch of buddies of mine. He is no frills, by the book and no nonsense. If you want it right and got the funds to spend, he can do it. He has all necsesary equipment in house. Mill, Lathe, press, etc. He will want to use German parts when needed and quality aftermarket parts. No Junk.I have been around this guy along time and trust his work and judgement. I bought his 66 Beetle while in Arizona and drove it back to Arkansas 1400 miles and had no trouble. He built the motor for it. It got 25-30 miles a gallon and cruised 60-70 mph.Sounds like you want it done right. Give him a shot.

Later,
Dono Power
