When I use my turn signals or emergency flasher, the relay clicks 10X's faster then normal. I've replaced the relay but still the same.
What could it be?

are all the bulbs the correct size?

Are the dual filiment or single filiment? Turn signals are dual filiment I believe. One for parking lights, one for blinkers.

I have a 77 westy. The left turn signals blinked faster than the right. All bulbs were working and all were the correct size. My mechanic told me that sometimes there could be a bad ground that was tripping the circuitry that tells you when a bulb is out, which is to make that side flash faster. So I started checking the bulbs and found that some of them were rusted in at the rear light assemblies. So I just bought new asslemblies (Hella, mexican ones from Wolfsburg West, $ 30.00 each) After installing them, it fixed the problem. And that was after changing the expensive flasher. Good luck....check those grounds.
