here are the basics. it takes a couple specialty tools, or you can find materials to improvise.
remove valve cover
remove transmission plug to see tdc mark
align flywheel mark with pointer on the transmission
make sure cylinder #1 cam lobes are both pointed up
one side of the cam should have slots cut into it, a flat plate goes into the slots and sits flat on the valve cover gasket surface to lock the cam
now on the pump pulley, you need to install a lock out pin to keep the pulley from spinning. i beleive a 11mm deep socket will fit in the hole and lock the pump.
that is the basic timing procedure and should get you started. to fine tune the timing, you will need a special adapter and dial indicator.
i highly recomend a manual, even the chiltons covers timing pretty well.

there should be a screw with a lock nut on top of the pump. turn it out 1/8 of a turn at a time to decrease the amount of fuel. this screw controls the amount of fuel/smoke/power.

or, you have to fine tune the injection pump timing with a dial indicator and adapter as shown in the link above. roating the top of the pump towards the head advances the timing.
