So I was wondering if there is maybe an easy way to take the dullness out of my old bumpers. I remember a episode of Tool Time were they used ketchup for brass and was wondering if that may work.

Never heard of that one before! For me, if triple or quadruple zero steel wool and some chrome or metal polish don't make any difference, I don't think much of anything else would either.

Mythbusters used Coke to polish chrome and it actually worked.

The acid in the ketchup removed the tarnish from the brass, just like you would for copper. Chrome is different.
Stop by your local auto store and pick up chrome cleaner/polish.

I have heard of people using fine steel wool and vinegar.
Also polishing compound or rubbing compound depending on the damage/rust/dullness.

I normally use #0000 steel wool, then chrome polish. #000 if I'm retying to get off heavy stuff.

Automotive paint rubbing compounds also work.
