Whirring noise while driving or sitting still with the engine running?

What year is your bus?

Definitely not.

When you step on the clutch, the input shaft disengages [stops turning].

99 out of 100 times, your input shaft bearing is bad. #7 here:

It is in the case and the input shaft rides on it about where #2 is pointing.

On 69 to the end of 71, it is part number 001 311 125. But you may have a scored shaft and just a new bearing will not help.
