That's the brake push rod.
It will come out with the pedal assembly.
Don't adjust it. |

You shouldn't have to take any of that off to change the clutch cable. There is an access hole, behind a cover in the front of pan. The front of the clutch cable is in there.
Pretty sure that's how the Bentley says to do it. That's how I've done it. |

There is a C-clip on the accellerator pedal side of the push rod.
You'll need to rotate the clip top toward the back of the car to unhook the return spring; then pull the clip off and the rod should come free.
You might need to douse it with PB Blaster, since you're probably the first person outside the VW factory to touch it. |
