i have an original intake manifold and the preheater part is clogged with 40 years of carbon build up. i have heard from some places that unless i live in a mountain area were it is always cold that it does not matter and that guys who make sandrails and baja bugs that they make it clogged so that they can boost a little more horsepower. are these true facts or should i get the thing unclogged?

I used to get carb icing in SoCal in humid weather (like today) when my heat riser was blocked and my warm air flap was stuck open. I'd unclog it. It means a poorly burning mixture some of the time which fouls plugs and builds deposits.

Search for "plugged heat riser" here or on google (add "VW") and you'll see a variety of chemical, physical, and other solutions to unplugging it.

A piece of old clutch cable in the electric drill makes a good "roto-rooter" tool to clean this.

Also heating the tube with a torch and then tapping out the carbon works. Just don't over do it on the tapping and the heat.
