In the front trunk towards the corners of the windsheild there are some tubes that have what look to be dampers in them. They line up with tubes coming from the front of the trunk area.

What are they and are they missing some sort of sleeve or coupler? if you need pictures, let me know and I can snap a few and post them up.

You are right on both accounts.
The "Y" shaped device is the control for selecting either heat from your heat exchangers via the heater channels and/or fresh air from the nostril grilles.
Just below and inside the cabin on the driver's side of this area you should have two knobs that stick downward toward your left knee as you're sitting there.
These two knobs control those two Y vents - driver and passenger side.

The Y vent control is coupled to the air tubes feeding it by a rubber tube section similar to (hint) a bicycle inner tube to keep the air moving to it's destination - your windshield :D

I didn't have much luck with the bike tire tube.

That's what I've used is the bike tire tube in the past and still on the Ghia.
When Jim Patterson was around with HOG back in the day and I couldn't find any sources for those hoses, I used a bicycle bike tube and stuck them on and suggested that to Jim Patterson as a temporary fix until he could come up with a source.
