I usually adjust the valves while changing oil, so oil doesn't drain out the valve covers. Engine must be cool to do valves. Order isn't that important, except adjust points/dwell first, then adjust timing. Don't forget the little dab of grease on the distributor cam so the points rubbing block doesn't wear down. Carb adjustment is last, with engine fully warmed up, IF you need it only.

This is how I do it.
1) Adjust Valves (Cold)
2) Run the car for a week or 50-100 miles
3) Change Oil
4) Check Points (Hot)
5) Check Timming
6) Adjust Carb if needed

The reason I adjust the valves and then change the oil, is because the valves tend to set within the first few hundred miles, and if you adjust timing and everything else right after the valves, then the conditions those adjustments were made just got changed.
The other reason is after the valve adjustment your bound to get some metal shavings in oil (too tight). When you do the oil change you get all of that out.

This is how I do it.
1) Adjust Valves (Cold)
2) Change Oil
3) Run the car for about 20 to 40 minutes
4) Check Points (Hot)
5) Check Timming
6) Adjust Carb if needed
7) Get a stick of dynamite if nothing makes a difference
