I was a Texas resident less than a year ago but permanently moved to IL. Can I send the applications + bill of sale to my sister who still lives there and have her take the applications in to the DMV and get the title mailed to me or do I have to sell it to her for a buck and have her do the applications?

Texas does not require a bill of sale. They will charge sales tax on the value of the car according to a list they have. What you say you paid for the car does not matter. So if you sell it to her, the tax will be on the car's real value. She could go in as your 'agent' and complete the paperwork, but then you'd be driving in Illinois with out of state plates.
If you permanently live in Illinois, then perhaps you should consider getting an Illinois title and plate. If the issue is saving a few pennies on taxes, then imagine calling the fire house and getting an answering machine.

I've heard nightmare stories about the Il DMV and their title nonsense. I'd go through Texas no matter what. Good luck.

If you permanently moved to IL, then you need to register your car in IL.
Many states have residency laws and you could be in violation with out of state plates. If you still insist on registering your VW in Texas to skate around some IL laws then you better maintain a Texas drivers license also.

And if an Illinois cop finds out you live in Ill., then you are in trouble again. Unless you are military.

Alright I'll have to sell it to my sister. Illinois requires a signature from the last person who titled it (Who is long dead) or proof of registration which I do not have and cannot get. Either that or an expensive bonded title.
