This definately means that the engine is too rich right? And is getting fuel dumped in there? What adjustments do i have to do to the Carb to fix this?

What carburetor do you have? And are you running some kinda high-performance engine?

Pull the spark plugs to check if you're really running rich.

Nah, its just a 1600cc engine, i have a 34 pict carb, how do i know its running rich by lookin at the spark plugs?

It will be covered in soot, if it's really bad, the ceramic tip might also be covered.

Look down the carb throat, maybe it is just a couple of Leperchauns smoking cigars down there :)

If not, you might want to check for crankcase ventilation.

The car will stumble, turn off, letting off some white smoke out of the carburator

Can someone tell me how to adjust or how to use the Pilot Jet? When i have the pilot jet turned in all the way, the car shuts off when putting gas, if its loose alot, it will, but i have a feeling that it is making gas flow freely flow in.

You may be talking about fuel vapor? Mine did that and the float turned out to be all jacked up. If after the car dies you can still see gas dribbling down. mine made a funky gurgling noise too.
