So my brother bought this GTI and one night when he went to turn the headlights on nothing happened, just runners. when he would pull back on the signal switch to go from high's to low's the headlights would come on for a second and then go off as soon as the arm was back in its original position, but if he held the arm back for the brights the headlights would come on but would go off as soon as he released it.

could this be a switch? or what?

9-/12 times out of ten on an A2, the switch is the culprit; I've had 5 A2's, and three needed the headlight switch replaced during their stay at my house.

Check the fuses first (easiest to do), but the headlight switch could very well be bad.

Consider adding relays to the headlight circuit: brighter headlights and a happier headlight switch.
