Hello everyone, I'm having difficulties setting the timing on my stock 1600 SP with an 031 distributor. Once the timing is properly set the engine surges up to about 1600 rpm and then back down to 900. The points are new and set correctly, the valves have been adjusted and I get a steady but low vacuum reading of 15 -17. I was thinking that this is either a carburetor issue or possibly a vacuum leak in the intake. Is it possible plugged heat risers are causing this problem? Any advice is appreciated. Thanks.

Plugged heat riser no, but I think your on the right track looking for a vacum leak.

What carb do you have and how sloppy is the throttle shaft? What year bus? Tried spraying carb cleaner on the manifold connections or shot an unlit propane torch at them while it's running?
