Leaky brake line or wheel cylinder letting brake fluid cover everything and getting dirt stuck in it? Or it could be CV boot grease if this is an IRS rear?

If you're losing brake fluid from that wheel that would explain the mess everywhere and why the brake isn't working.

If it is a swing axle car it could also be an axle seal.
