When you say the advance was 20-25 deg was it bouncing around when you kept the revs steady (timing scatter)? If so I would get a new distributor rather than just the vacuum can. If you have the coin I would also get a points replacement module. The distributor with Pertronix installed from aircooled.net is a good option.

Until you get it sorted you should set the maximum advance to 28 deg BTDC. If you don't have a tacho try blipping the accelerator above the point where you are comfortable to hold the revs to see if there is any further advance. Don't worry about where the idle advance falls to as long as the maximum is right.
