There's a lever on my 34pict 3 carb whose function is unclear. What is this lever for? IIRC it was called the Fast idle lever (not cam) -- see marked with arrow.

No "sensor" was ever installed on a VW carb... it's a lever that went to the deceleration emissions device on the 71-73 model 34 pict 3 carbs.
There were various styles from 68- 70 and then from 71- 73
That would be 17 & 18 in this diagram set up...
