I'm looking at getting a power pulley, and some say "cut for sand seal". I'm trying to find out what that means...? Some come with "sand seal" I don't understand :/

That means that the engine case must be machined for the sand seal to fit.

On a pulley that says "cut for sand seal" can you use it with a "bolt on sand seal" I realised there was a bolt on, and a machine on. And do you have to use a sand seal, with a sand seal pulley?

The seals are normally the same - at least most main stream ones are.
My case is cut for a sand seal and have used a seal out of the bolt on kit in a pinch. You have to take it out of the carrier of course.
Yes, if you have a sand seal pulley you need a seal. |

Power pulley will cause your car to run hotter, unless you are going to run the car in deep sand or sand dunes, no need for a sand seal.
