Ok, so I was trying to ad a picture but I'm having no luck and am a bit too under the weather to keep trying.

I know this is probably a silly question but I've been reading and searching for quite some time and although I have a basic understanding as to what they are for I'm still not certain if I need them....

I have a '03 Mexican bug and I noticed today that the two paper/foil hoses on the left and right side of the engine, running vertically, are torn (one is almost in shreds). I believe that these are the pre-heat hoses....given that I live in the tropic (Caribbean) do I need these? Could the tears cause an occasional backfire or does it not have anything to do with the exhaust? Sorry but I'm not at all engine savvy.

These are heater hoses. Since you do not need heat then you can remove the hoses but you need to cap off the holes on the fan shroud so you get all the air to your cylinders.

Could the holes in the hoses (as they are now) cause hesitation during acceleration?

Your best bet is to replace the hoses.Just plugging the shroud outlets will still leave the heater box ports open, which is not good. No worries, they are inexpensive.

No, it wouldn't contribute to an hesitation but it could contribute to your car overheating. Replace the hoses, as noted above, they are cheap.

I will replace them.......just curious, could they cause a backfire?

No backfire.....that is likely your exhaust is leaking somewhere or the dwell/timing are off.

Absolutely incorrect. This will cause the exhaust to run hotter and overheat the heads especially in a tropical climate. Replace the fresh air tubes.
