How else is there to be power if the key is not on? Is there a magical pump out there that pumps with the key in any other position yet knows some other way when to run with the motor :-k
And if your in an accident, how will the pump know to turn itself off?

In a digifant setup, the pump relay activates for a few seconds, once the key is on, but then cuts of, and only activates again via ECU getting a triger signal from the distributors hall sensor, also ecu has a 50 terminal so that it monitors the time your cranking and cuts of the relay and the injection pulse so you dont flood the engine when it doesn´t start...
some motronic systems have a second pump relay wich is activated via BCM from a ground signal from the drivers door so the FI gets a pressure build before you actually put the key in the ignition, don´t remember if digifant had it too for the MKIII |

| Ended up replacing the pump - much quieter and no more problems with fuel delivery. |
