Well lets start from the beginning. Did the motor run well when you bought it. Or did it turn over well. Is there any obstructions on the fan that may be binding the fan or behind the fan. You may want to pull the fan off and see if you lose the end play when you turn it.

pull the flywheel off and look closely at the protrusion that rubs on the shims. Look inside it where it sits on the crank too. Also look at the bearing's thrust surface as best you can see it and check for dings. Look at the end of the crank and see if it is smooth or might be slightly damaged. Look for anything that might look like it isn't supposed to be there. Check the bolts to be sure they are about the same length and the threads are good.

I assume you are doing this with the plugs still out. It sounds like the flywheel is not going on straight.

You might pull the distributor drive and see if that makes a difference. The end play is best set with the drive removed. If the drive or the brass gear on the crank has been damaged, that might cause the symptoms you are having.

The shim toward the bottom of the drive is going to want to fall off when the drive is removed. You need to be sure where it ends up.
