stupid question: you did back off on the brake adjusters and I know you took the axle nut off.

Once the center nut is off axle nothing else is holding it on.
Is the puller you used a two or three-arm, if three arm, keep cranking itll come.

Usually it'll twist out the pads with the drum as it goes.

I have had these stick hard, but normally with a brake drum puller (you can rent at your local shop) which gives a more balanced pull theyll come off. On the one I pulled from a yard with frozen on brake pads, it came off with a pop, I swore something was about to break, but it needed the extra pressure.

one other thing to try is to put a pipe over axle and on lip of drum - give it a good hard whack, rotate, whack again. It might break the hold of the pads. Id say its not the nicest thing to your bearings -but it should help

Give a couple bursts from a jack hammer at the stub axle. There are at least 2 threads on this already, just for info.
