I have a 65 Bug that some one did a hack job on the electrical when they switched it over to 12 volt. My question is does anyone know of a good shop in the Socal. area that can rewire it and around how much it will cost.

It would be expensive to have someone else do it. If you have the courage, try these guys...

They have a 12v kit that is very easy to install. They give you a book that teaches you everything you need to know, and they have a guy on site that installs them. He can help you over the phone.
I mean, this thing is soooooooo easy. It's directions sound like this...

Take the long white wire, attach it to the dome light and attach the other end to the switch.

...It tells you word-for-word.

I just re-wired my '64 Saturday morning in about 2 hours. I got a wiring harness from MotorWorks for $150. They are having a 20% off sale. VERY easy to install. Just like Kuhlryde says, the instructions are very simple. THe hardest part was pulling the main harness from front to back, and that wasn't very difficult.
