The core charge is usually on "Reconditioned" or "Rebuilt" parts. That is the value they place on your old part, the "CORE".
Normally if you send your old part to them at the time of order, you will not pay the core charge. They then "Recondition" or Rebuild" you old part to sell to the next customer. If you do not have an old part, or core, then they charge you to bassically go out and buy another old part to rebuild or recon. That is how the replenish their inventory.
New parts will not have a core charge.
