I've never imported from Japan but it should be a straight forward process. You need to have the title and a bill of sale. Customs will then present the forms CBP7501 showing duty paid, EPA 3520-1 showing EPA exemption and DOT HS-7 showing safety exemption. The only thing you need to make certain of is the emission laws in your home state. A Japanese spec car may not necessarily have the same emissions devices as US Spec car may have had.

If he's in the Navy and stationed in Japan, can't he simply go to the local military vehicle processing center for the information? Most companies contracted by the government to ship service member's vehicles generally also have an off-base office nearby to aid in shipping second and third vehicles at the owners expense.
