Can you verify the carbs are getting fuel? After turning the engine over, trying to start it, look down the carb throat and open the throttle. Did the throttle pump squirt some fuel? Sometimes when an engine is not started for a long time the fuel in the carbs evaporate, and it may take a lot of cranking to get the float bowls full again. This is assuming you have a mechanical fuel pump. An electric pump should fill the carbs quicker. Also, the evaporating fuel can leave a varnish deposit that clogs jets. Did you check the tank screen before putting the tank back in? Removing the tank may have dislodged enough sediment to clog the tank screen.

Squirt a little starting fluid or gas in the carbs...Maybe the car doesn't like it's new lowered beam.
