I think I found the problem for now. There is a crack on the green gear. This means the gear is slipping on the shaft, yes?
I manually turned the gears on the opposite side of the shaft but this green gear does nothing.
Question: If I pull the shaft entirely out of the opposing metal gear and out of the odometer numbers so that I can fix the green gear and reattach it to the shaft, is it going to be impossible to slide back through the odometer numbers and into the metal gear? Or, is it pretty easy to get back in? I can just see gears going everywhere but I've read of folks knurling the metal shaft and this seems the only way it could be done.
