My 62 has the mounts on both sides for the top of the belt, and on the inside, behind the brake, but the 2 on the out side by the doors are nowhere to be found. Whats going on?

I have NON-RETRACTABLE 3 point belts from Wolfsburg West..

look underneath the car at the pan and see if the bolthole for the belt is there. (both sides)

I think Ghias were like Bugs when seat belt mounts were added. At that time, shoulder ("diagonal") belt mounts were standard, but outer lap belt mounts were not and were an option. VW had a technical bulletin in 1962 about it:

X2. I would check this first. Should be near the heater channel right by the door pillar.

This is how it is on a '66, Probably the same on a '63

I think the seat belt mountings changed in 1965...

My early '63 model (Oct '62 build) has the shoulder mount, and the one on the tunnel as you have circled. However it didn't have the third one behind the seat rail as a factory mount - it had an aftermarket bracket with two bolts through the floor (and doubling plate under the floorpan) with a 90 degree bend and single mounting hole for the belt. I've seen similar ones fitted to a few beetles as well I've owned.

Australia didn't have compulsory belts until the late60's/early 70's, people started retro-fitting belts to old cars in the late 70's and 80's when they got used to them - there was a backlash against them at first. I think Victoria was the first state to bring them in, and most followed within a couple of years.

I can take a photo of the bracket if you want, but any seat-belt supplier/installer should be able to supply them.

If the pans have been replaced, it may not have them. The replacement pans need to have these drilled and welded during the install.

Nasty 1964 seat belt plug adapters and bolts.
