Throw out bearing possibly
Can you take it somewhere and have some listen to it?

While out driving this afternoon ,it does it now wether the clutch is engaged or not.

How do you know its your rear? Can you hear it? Check play in rear wheels for wheel bearings.

Tires? I had a slight vibration in my Beetle, turns out the belt in 2 of my tires were gone, new tires and all is good. A tire shop should be able to rule this one out.
Also I was hearing a rubbing type noise in my front end, I guess it was due to the bad belt. Again, new tires, sound gone.

Tires are good 80% left in them , its mostly on right side and im pretty sure its in the rear ,but will check the play on all four wheels.

I had belts go in tires that had hardly been on the road for a few thousand km's. You could have gotten a bad one. The cheaper tires can do this, I also had a set of cheap ones that after about 20-30,000 km you would turn a corner and then the car would start to vibrate and then smooth out after a few blocks. I would also have to balance them every couple months.

As for the whining, it could be a few things. Throw out bearing, fan, gen/alt etc.? Is the noise consistent or does it change with engine speed or the speed of the car?

73super....I loosen the alt belt seem to me I had it a lil tight quarte inch deflection brought it out to about half inch ,so some of it has gone away ,this morning it was not bad but I do bealive its going to be the throw out bearing..when I am at stop sign or light ill engage the clutch or disengage it ,there is a noticeble diference in sound..

Bad rubber motor-to-tranny mounts, perhaps?

One of my tricks in my bag of experience is to let it get worse -- as time goes on with you listening carefully one can find the problem
If it is the throw out bearing it can whine for a pretty long time continuing to gradually get worse

I don't know if this is your DD or not but dropping the engine to replace the T/O bearing isn't too bad of a job over a weekend. If the car isn't rolling and you describe the sound this way I'm almost certain it's the T/O bearing.

It does sound like a throw out bearing, If you take out your engine you can check your clutch to see how much meat you have left also.
Taking out your engine out is not a huge job... remove the gas line, throttle cable,4 bolts and car to engine wiring. Use two people, a jack, and two ramps you should have it out in a half hour or less.

It is my dd, we have a three day weekend coming up so ill drop the engine then , never done it before but I have read a lot on the subject (and a few u tube videos)I'm up for the task ...while I was under checking trany oil ,I visually inspected the mounts and they looked good.
