That would be a state thing for an old car I think.
Horns seldom work with quick releases and of course none have airbags, otherwise who's to enforce what and where? On an old car a dash horn button was common,, my Baja Bug has one now. I am sure the fenders not covering the tires is a bigger issue....

I did not care if it was legal or not, I just did it. I had this setup on my 71 Datsun 510 auto x car, the adapter is threaded internally and you use the steering wheel to tighten it and use the bolts to lock it in place, you have to use a steering wheel adapter under it. after I posted this the first time some started selling them commercially, but they make them from aluminum, every time I come up with a cool idea some one steals it.
I used a "Sweets" brand quick release I had floating around. If I make another one it will have 6 bolt holes so yo dont have to crank it down so tight.
