I have found a wire that look like an accelerator cable. It's strange and it's going into the pan. It also has some kind of grommet.

| Heat exchanger cable. Attaches to the heat exchanger flap on your heater box. The cable should move when you pull your lever between your front seats. |

Yep or depending on the year/type/origin/ of the car, turn the knob. |

In this pic it looks like it comes from the engine and goes forward, so it doesn't "look" like a heater cable. Does it have a flexible outer bowden cable too?
If it were your heater cable for the right, then there would be an identical one on the left as well. It would also come out of a steel tube welded to the frame horns.
It doesn't look original. Just follow each end and see where it goes. Maybe a past PO added an auxilary throttle cable, or used it on a manual choke carburetor. Is there a hole for an extra knob on the dash? |

To me it looks like the right side heater control cable, maybe with the guide spout broken, removed, or sealed.
Here is a left one form the gallery..

It's a heater cable with one of these plugged into the tube.
