There is a bolt in from the inside spare tire pan I think? You could cut it?

Pray to god the spare tire is not in there, then pop the spare tire well out from the bottom. It's probably screwed (3 screws at the top) in so you might have to cut open the spare tire well, then find another piece. I think I have an extra, if you end up needing it.

Otherwise, it's hole drilling time on the front clip underneath the front hood latch. My '63 had a big hole there from the original owners but a big German front license plate hid it nicely.

First thing to do is get 2 people, one to pull the cable and one to pull up on the hood. If the car has been sitting, the hood seal may have stuck itself to the hood so it doesn't "pop" open.

I have gotten them open using Everettes two man tag team method, and the beating the shit out of the spare tire tray method, with alittle bending the tray will pop out. I always leave the spare tire tray out the first few times I close the hood after doing any adjustments or changes to the latch to help prevent this from happening. Good luck skim.

that's the nice thing about type 3's, you have the tire tray to remove. when my beetle's hood was stuck, it was a helluva lot harder to negotiate.
