It's called a "Swamp Cooler" and was sold in the late 50's and 60's. It had water in it and would help provide cool air to the passanger compartment.
If you don't know what it is, why would you want one? |

The originals were made by Thermadore and you can occasionally find them on e-bay, and here in the classifieds. Rocky Mountain Motorworks sells a repro, but they're a little pricey for me.
