With many variables between monitor brightness, quality of the picture itself, light output from the sun when and where it was taken... it's kind of hard to tell what exact color shade the it is.
Since the paint looks a little old/blotchy overall, a close guess could range anywhere from Sea Blue, VW Blue or Gulf Blue.

And possibly exists, that it might not even be a true VW color. Meaning a previous owner could had it repainted once upon a time at a shop, and had it sprayed with a blue from another brand of car.. |
