This was in the classifieds. Using this as a learning experience.

Wasn't 1969 a FI year so is this is a FI to carb conversion? What else was changed? Or is this not even the original engine?

Yes, that's a conversion.

US Type 3 models from 1968-73 were all fuel injection, but other markets could still get dual carbs. Those in the picture are not stock VW though.

For reference, here's what a '69 FI engine should look like

That's an FI to carb conversion using a CB Performance kit.
How it runs with the AT would be the big question, as you really need to adjust the vacuum modulator for the carbs to make it shift right. It's also had a blue coil and an 009 distributor installed.
Surprisingly, it looks like it's still got the stock exhaust in place.

How can you tell from the picture that this is AT? Or were all 69's AT?

And again, how can you tell?

You can see the dipstick for the A/T just above that plastic fuel filter (which shouldn't be in the engine compartment, btw).

The heater box-to-fan shroud connections at the extreme rear of the engine compartment, left and right, look to be stock. They're often done away with when someone installs a different exhaust.

Like Donnie said, you can see the AT dip stick handle above the fuel filter. For the carbs, I have that same set up on my 71 SquareVert.
