I see these look like a good value for a mild build motor like the one I'm building. Could some explain the pros or cons to having the adjuster over the pushrod as opposed to over the valve

Light weight over the valve end of the rocker is an advantage because it travels further than the pushrod end. Valve to rocker geometry is not affected with slight changes in push rod length. The push rod centers itself better in the pushrod tube. I never recomend or use stock style 1.25 rockers.
