How does it run when it isn't cold?
If it were me, since the condition of the carbs is in question I would tear them down and do a rebuild.

If these are factory Solex dual carbs with the central idling circuit, and if you have the factory dual advance/retard vacuum/centrifugal distributor I may be able to help you. You will need to do a few stone-cold adjustments which could take a couple of days for us to sort out.
I strongly recommend that you persevere with stock equipment before you destroy the entire joy of life with a single carb which these engines were not designed to like under any circumstance.
What equipment do you have on this engine right now, and how cleanly is it installed?

On VW busses over the years I have come across any number of fuel systems. Weber single, Solex dual and a variety of webers. I have to say that dual solex have the best fuel efficency/power set up when they are in tune!
The worst was the weber single- it ran like cr*p for the first ten minutes, and there was icing on the manifolds even on wam days. plus the gas milaged was terrible
