what and how is a wuick little spot of rust on the top of my bug to get rid of? is it hard? what should i use? the spot it like as big as a half dollar.

try hand sanding since it is small areas, clean area first with a grease / silicon remover, then sand, start with course grit, and work down to finer grit, maybe as low as 400 grit, degrease again, then prime, and paint. If rust is very deep and pitted try a wire brush on it then sand.

Watch out!
Often there's more below the surface of the paint surrounding the rust spot (creeping rust).
Make sure you get to bare metal all around the spot (no rust).

What I'm saying is that you should try to remove some paint around the spot an see if there's rust there too. If there is, then you have to keep going until you hit unrusted metal.
Once you've figured out where all the rust is then go ahead and do what Dave said.
Sometimes you can't get it all with the wire brush. If that't the case you can buy some phosphoric acid / zink based rust converter (i.e Metal-Ready by Por-15) and let it do it's magic before you clean and degrease the second time.
