:( Can over torqueing the crankshaft pulley nut damage the oil slinger? If so, what is the cure?

Not normally.

why do you think the slinger is damaged?

oil leaking around the front pulley?

that could be several things from a worn out "snout" on the case to poorly machined oil grooves in a cheapo aftermarket pulley, to poor crankcase venting/ blowby/ engine overfull...

usually over tightening of the crank pulley nut causes stripped nut and or crank threads.
