All bulbs and fuses ok. I have a push pull head lite switch which is now new. I only get headlites when switch pulled out all of the way. I do not seem to have a head lite relay or dimmer switch that I can locate in the off-road buggy, special build maybe 1965 or so on vw pan. What may I need to get hi and low selection working ? I replaced the old switch shown below with new switch but no change. I think I may be missing some hi lo wiring or other parts.

You will need either a HI/LO relay or mechanical Hi/Lo dimmer switch...
Relay...
Mechanical...
Possibly wired like....
Or...
